Two numbers describe the price of a Portuguese home, and they rarely agree. One is what the seller asks on a listing portal. The other is what a bank's independent appraiser says the property is worth when you apply for a mortgage. In August 2026 the national medians were €3,207/m² asked and €2,254/m² appraised.
For an investor that gap is not trivia. The bank lends against the lower of the two figures it sees, so a low appraisal turns directly into extra cash you must bring to the deed. Read the right way, the same gap also tells you where sellers are pricing above what lenders will finance.
Key takeaways: INE's bank appraisal median was €2,254/m² in August 2026 (+14.7% a year), about 70% of idealista's €3,207/m² asking median. Banco de Portugal's LTV rule uses the lower of purchase price and appraisal, so an 80% investment loan on a €300,000 flat appraised at €270,000 is €216,000, not €240,000. Appraisals rose twice as fast as asking prices over the year.
What do appraisals and asking prices measure?
They measure different things, which is why they diverge. INE's bank appraisal survey reports the median value per square metre assigned by appraisers in mortgage applications. In August 2026 it reached €2,254/m², a record, up 14.7% year on year and €14 on July, across 32,650 appraisals (INE, published 24 September 2026). Apartments came in at €2,655/m² and houses at €1,610/m².
Asking prices come from listings. The idealista price index, as reported by SAPO's 24notícias on 1 September 2026, put the national median at €3,207/m² in August, up 7.5% on a year earlier. That covers everything advertised, including homes that will never sell at that price.
So the 70% ratio between them is not a discount you can bank on. Appraisals cover only financed purchases, which skew toward cheaper homes and away from luxury stock sold for cash. Asking prices include optimistic sellers. The two also use different area bases. Treat the ratio as a direction and a scale, not as a measure of overpricing.
What does change over time is useful, though. Over twelve months appraisals grew 14.7% while asking prices grew 7.5%. Working back from those growth rates, the appraisal-to-asking ratio was about 65.9% in August 2025 and about 70.3% in August 2026. Banks' valuations are catching up with listings, not the reverse.
In short: In August 2026 the median bank appraisal in Portugal was €2,254/m² (INE) against a median asking price of €3,207/m² (idealista), a ratio of about 70%. The ratio rose from roughly 66% a year earlier because appraisals grew 14.7% while asking prices grew 7.5%.
The gap by region: widest in the Algarve
The gap is widest in the Algarve and almost disappears in the Centro region. Comparing INE's apartment appraisals with idealista's regional asking medians for August 2026 gives a rough map of where sellers price above what lenders will finance.
| August 2026 | Asking (idealista) | Appraisal, apartments (INE) | Appraisal ÷ asking |
|---|---|---|---|
| Algarve | €4,202 | €3,010 | 72% |
| Alentejo | €2,172 | €1,771 | 82% |
| Centro | €1,773 | €1,750 | 99% |
| Portugal (apartment appraisal) | €3,207 | €2,655 | 83% |
Our reading, with the caveats above (nationally, apartment appraisals sit at 83% of asking prices): in the Centro region asking prices sit almost on top of what appraisers sign off, which suggests listings there are priced for buyers who borrow. In the Algarve, asking prices run about 40% above apartment appraisals. Some of that is the property mix, since coastal stock with sea views and holiday-let potential is advertised heavily and financed less. Some of it is sellers pricing for cash and foreign buyers.
For a financed investor the practical conclusion is the same either way. The wider the regional gap, the more likely your own appraisal lands below the agreed price. We could not compare Greater Lisbon cleanly, because idealista's Lisbon metro region includes the Setúbal peninsula while INE reports the two separately. Our Algarve investment analysis covers why yields there are already under pressure.
How does the appraisal size your mortgage?
Through the denominator of the LTV. Banco de Portugal's macroprudential recommendation defines LTV as the loan divided by the lower of the purchase price and the appraisal value of the property pledged. The limits are 90% for an own permanent home and 80% for other purposes, which includes buy-to-let. The rule has applied since July 2018.
Here is what that does to an illustrative €300,000 investment flat. The numbers are ours; test your own in the LTV stress test calculator.
| Scenario | Appraisal | LTV base | Max loan at 80% | Equity for the price |
|---|---|---|---|---|
| Appraisal above price | €320,000 | €300,000 | €240,000 | €60,000 |
| Appraisal equals price | €300,000 | €300,000 | €240,000 | €60,000 |
| Appraisal 10% below | €270,000 | €270,000 | €216,000 | €84,000 |
A 10% shortfall adds €24,000 of equity, before IMT, stamp duty and fees. A high appraisal, on the other hand, does nothing for you, because the bank still caps the base at the price. The asymmetry is the whole point: appraisal risk only runs one way.
How often does it bite? Less often than the national 70% ratio suggests. Banco de Portugal's 2025 monitoring report notes that the appraisal is on average above the purchase price for loans actually granted, which is why its LTV measures track each other closely. In 2024 the weighted average LTV on new loans was 69%. The deals that get financed are, by selection, the ones where the appraisal held.
One more detail matters for long holds. In its monitoring of outstanding loans, the same report uses the appraisal value alone once a loan is two years old, so the valuation, not what you paid, becomes the reference for your leverage. Our LTV guide explains how leverage then feeds into DSCR and cash flow.
Your rights over the bank's valuation
You have more of them than most buyers use. Article 18 of Decreto-Lei 74-A/2017, the mortgage credit law, sets the rules. The appraisal must be done by an independent appraiser registered with the CMVM. The lender must give you a copy of the report, within ten days of receiving it. If you paid for it, the report is yours.
- You can challenge it. You may complain in writing and the lender must give a reasoned reply.
- You can ask for a second appraisal. The law allows the consumer to request one.
- You can take it to another bank. A report under six months old, commissioned by a lender, can be used elsewhere. A lender can object to a report older than three months only if the market has changed, and if it rejects a valid report it pays for its own.
Who pays? The appraisal fee counts in the total cost of credit, and lenders may charge it on top of their credit-analysis fee. In practice the borrower pays, whether or not the loan is approved, and a second appraisal requested by the borrower is also at the borrower's cost, as Literacia Financeira's guide to mortgage appraisals explains. Ask for the fee before you apply.
How should an investor use the gap in an offer?
As evidence, sequenced before you are committed. The common mistake is signing a promissory contract with a large deposit and only then learning what the bank thinks the flat is worth. Three habits avoid it.
- Pre-check the regional gap. Divide the latest INE appraisal median for the region and typology by the asking price per m² (T1 apartments were €3,369/m², T2 €2,738/m² and T3 €2,273/m² nationally in August). A ratio well below the regional norm in the table above is a flag before you visit.
- Get the appraisal before the deposit, or make the deposit conditional on it. Ask your lender whether it can appraise before you sign the promissory contract. If not, negotiate a clause that returns the deposit if the loan is refused or cut because of the valuation, and have a lawyer draft it.
- Use a low appraisal to renegotiate, not to walk away by reflex. A CMVM-registered professional valuing the flat 10% below the price is a strong argument. But appraisals lean on conservative comparables, so check recent sale prices per m² with our price-per-m² method and the rent the flat can command before deciding the seller is wrong.
There is also an opportunity on the other side. Listings priced close to, or below, typical appraisal values for their area are the ones where a financed buyer can move fast without an equity surprise. That is one of the signals we track in the undervalued property framework, together with time on market.
Our verdict: treat the appraisal as the price the market will lend against, and the asking price as the seller's opening position. In 2026 the two are converging, but in the Algarve and other prime coastal stock the gap is still wide enough to cost a leveraged investor tens of thousands of euros in extra equity. Model that before you sign anything.

Frequently asked questions
What happens if the bank appraisal is lower than the purchase price in Portugal?
The loan shrinks. Banco de Portugal's macroprudential rule measures LTV against the lower of purchase price and appraisal value. On a €300,000 investment flat appraised at €270,000, an 80% limit allows €216,000 instead of €240,000, so you need €24,000 more equity.
What is the average bank appraisal value in Portugal in 2026?
INE reported a national median of €2,254 per m² for August 2026, up 14.7% on a year earlier. Apartments were appraised at €2,655 per m² and houses at €1,610 per m². The survey covers appraisals made for mortgage applications.
Can I get a copy of the bank's valuation report?
Yes. Under article 18 of Decreto-Lei 74-A/2017 the lender must give you a copy, the appraiser must be registered with the CMVM, and you can complain in writing or ask for a second appraisal. A report under six months old can usually be used with another lender.
Is a low appraisal a reason to lower my offer?
It is evidence, not a verdict. An independent CMVM-registered appraiser valuing a flat 10% below the price is a strong negotiating argument, especially for financed buyers. But appraisals use conservative comparables, so check recent sales and rent before deciding the seller is wrong.
